The Office of Child Labor, Forced Labor, and Human Trafficking (OCFT) is a branch of the U.S. Department of Labor. The OFCT was formed to investigate issues such as forced labor. OFCT activities include research on international child labor, forced labor, and human trafficking. The office also reviews cooperative agreements and contracts to organizations engaged in efforts to eliminate both child labor and forced labor as well as aids in implementing U.S. government policy on international child labor, forced labor, and human trafficking issues.
Specifically, under the Trafficking Victims Protection Reauthorization Act (TVPRA) of 2005, the secretary of labor is directed to monitor the use of forced labor and child labor as well as to provide information regarding human trafficking for the purpose of forced labor to the Office to Monitor and Combat Trafficking of the Department of State. See: While the Secretary of Labor acts to prevent forced labor in violation of international standards, this law sets the standard for other states to follow in monitoring, reporting and implementing actions to prevent forced labor as well as human trafficking, similar to the type of crime committed to the young woman in the news story above.
